Medicaid dental for adults: what your state covers, and what to do when it doesn't

Adult dental coverage under Medicaid is up to each state. Some cover a lot, some cover emergencies only, and implants are rarely covered. Start with the low-cost options at home, then compare.

It depends on your state

There's no federal minimum for adult dental coverage in Medicaid (Medicaid.gov), so every state sets its own. The American Dental Association's Health Policy Institute tracks them (ADA HPI, 2025):

38 + DCstates with enhanced adult dental benefits: a yearly cap of $1,000 or more, or no cap
6states with emergency-only dental coverage, or none
1state with no adult dental coverage at all: Alabama

The good news: 18 states have expanded adult dental benefits since 2021, and none have cut them, according to the ADA. To find out what your plan covers, call the member number on your Medicaid card.

Implants are rarely covered

Dental implants are generally not covered by Medicaid, though some states cover them in limited cases when they're medically necessary (healthinsurance.org). Dentures are more often covered. Ask your plan which applies to you before you pay for anything.

And Medicaid won't pay a dentist abroad. Federal law bars state Medicaid programs from paying any provider located outside the United States (CMS).

Low-cost options at home, first

If Medicaid won't cover what you need, these can cost much less than a private dentist:

Call the member number on your card. Ask what's covered, what needs prior approval and which dentists take your plan.

Dental schools

Students treat patients at reduced cost under supervision (NIDCR). Find one with the ADA's program search.

Community health centers

Federally funded centers adjust fees to your income and family size, and many have dentists (HRSA). Find one near you.

If you'll be paying yourself

For implants and other work Medicaid won't cover, compare a few written quotes, including one from abroad. Three Medellín practices publish their implant prices in US dollars.
