The Dental Care for Veterans Act (H.R. 210): what it would change
It would make dental care a standard VA benefit for every veteran enrolled in VA health care, phased in by priority group over four years. As of October 2026 it has not become law.
Today, VA dental care is limited to the groups in the VA's dental classes, about 26% of the nearly 9 million veterans enrolled in VA health care, according to the VA. The Dental Care for Veterans Act would change that.
What the bill does
Rep. Julia Brownley (D-Calif.) introduced H.R. 210 on January 6, 2025. It would strike the eligibility limits in federal law and have the VA provide dental care the same way it provides other medical services, according to a bill summary. Brownley had introduced an earlier version in 2023, Becker's Dental reported.
The phase-in schedule
| When | Who gains dental care |
|---|---|
| On enactment | Veterans already eligible for VA dental care get the expanded benefit |
| Year 1 | Priority groups 1 and 2 (the most severe service-connected disabilities) |
| Year 2 | Priority groups 3 and 4 |
| Year 3 | Priority groups 5 and 6 |
| Year 4 | Priority groups 7 and 8 |

Where it stands
As of October 5, 2026, H.R. 210 had not become law. The bill tracker listed committee hearings as of May 20, 2026. Most bills never pass, and those that do can change along the way.
Meanwhile, the VA is rebuilding its dental network
In February 2026 the VA said it is seeking a vendor for a next-generation national network of community dentists. It also reported that 888,051 veterans received dental care through the VA in fiscal year 2025, with more than 3.5 million dental procedures delivered through community care. The network is for veterans who are already eligible; it doesn't expand eligibility. Read the VA release.
What to do now
- Check whether you already qualify under today's dental classes.
- If you're enrolled in VA health care, look at the VA Dental Insurance Program.
- Don't put off urgent dental problems waiting on Congress. Get treatment, and compare written quotes if you're paying yourself.
